Sale by private treaty is another mode of disposal of State lands, Nazul Lands, and other properties under unauthorized occupation. Such properties can be sold to the occupant(s), through Private Treaty, at the rate approved by the Provincial Committee of the BOR plus 10% surcharge. The following procedure is observed.

a) Assessment of the Market Price:

The District Price Assessment Committee (DPAC), of the district where the property is situated, assesses the market price of the encroached property, and forwards the case to the Board of Revenue through EDO(R) concerned.

b) Approval by the Provincial Committee, B.O.R:

The Provincial Committee of the Board of Revenue considers the price assessed by the DPAC and takes final decision about the assessed price and disposal of the property under consideration through private treaty.

c) Referral of the Case to the PPB:

In case of its approval by the Provincial Committee of the B.O.R, the case is referred to the Punjab Privatization Board for further necessary action.

d) Payment Notice to the Occupant:

P.P.B issues notices to the occupant(s) asking him to make payment as per schedule of payment approved by the Board.

e) Grant of Proprietary Rights:

On completion of the payment, the Punjab Privatization Board recommends to the Board of Revenue, for grant of proprietary rights in the name of the occupants. The B.O.R, accordingly, directs the concerned District Officer (Rev.), for execution of registered sale deed.
